Clark County Renews Animal Foundation Contract, Rolls Out New Overpopulation Programs

Clark County commissioners voted 5-0 Tuesday to renew the county’s yearly contract with The Animal Foundation for $5.3 million.

The one-year deal comes with four one-year renewal options, and it keeps the nonprofit as the primary shelter serving Clark County, Las Vegas, and North Las Vegas.

Commission Chair Michael Naft said plans for a $39 million supplemental animal shelter, meant to ease crowding at The Animal Foundation, are moving “full speed ahead,” the Las Vegas Review-Journal reports.

Commissioners approved funding for that project in February, and it will soon move through the land-use entitlement process.

Animal Control Supervisor Victor Zavala told commissioners that new county programs are already helping ease overpopulation at local shelters.

Owners whose pets aren’t microchipped or spayed or neutered now receive “fix-it” tickets with a grace period and instructions on low-cost options, rather than facing immediate penalties.

The county is also installing 15 microchip scanning stations across the valley so residents who find lost pets can help reunite them with owners.

A separate program subsidizes veterinary care so pet owners aren’t forced to surrender animals they can’t afford to treat.

Clark County has collected $153,000 in fines from illegal breeders since February 2025. That money, along with other fees and fines, funds the county’s animal welfare programs, including $5 microchipping events for residents.

The contract renewal follows years of criticism over The Animal Foundation’s handling of shelter overcrowding, a topic previously examined in a deeper look at how the county is spending tens of millions of dollars on new shelter buildings.

The supplemental shelter is a separate project from the second public shelter planned near Jones Boulevard and Post Road, which is also moving through county approval.
