
George Harris, the Las Vegas Republican whose campaign mailer focused entirely on animal cruelty enforcement and puppy mill reform, won the Republican primary for Nevada State Senate District 8 on June 10, defeating a governor-endorsed opponent by a wide margin.
Harris beat Laz Chavez, a former LVMPD assistant sheriff backed by Gov. Joe Lombardo, 57.7 percent to 42.3 percent, according to results reported by the Nevada Independent.
What Harris Has Promised on Animal Welfare
Earlier this spring, Harris sent voters a long-form mailer focused almost entirely on pet welfare, a rare move for a state legislative candidate.

His proposals included felony charges for serious animal abuse, heavy fines for illegal breeding operations, jail time for those involved in dogfighting, surprise inspections of facilities, and permanent bans for repeat offenders.
Harris argued at the time that abuse continues largely because facilities can operate behind closed doors without meaningful oversight.
His campaign pointed to recent local enforcement actions, including the Working Dogs of Nevada case, as evidence that the current system is not working.
What Comes Next
Harris, a 65-year-old entrepreneur and Army veteran who previously served as chair of the Clark County Republican Party, will face incumbent Democratic Sen. Marilyn Dondero Loop in the November general election.
District 8 covers parts of southern Las Vegas. Dondero Loop has held the seat for several terms.
Whether Harris’s animal welfare platform becomes a central issue in the general election remains to be seen.
His primary victory at least ensures that a candidate who has made enforcement of animal cruelty laws a campaign priority will be on the November ballot.
The bill that would have ended puppy mill sales statewide passed the Nevada Assembly 32 to 9 last year before being gutted in the Senate and dying at the end of session.
Advocates say they intend to bring a similar measure back in the next legislative session.
